The short answer
For a child's routine vaccines, the portal is U-WIN. Log in at uwinselfregistration.mohfw.gov.in with the mobile number your child was registered under, enter the SMS OTP, and open View Vaccination Details to see and download the e-Vaccination Certificate. You don't need Aadhaar to log in.
CoWIN and DigiLocker won't help for routine shots. Both only cover the COVID-19 certificate. That's the mix-up behind most "why can't I find my baby's certificate" searches. We checked the official sites on 21 September 2026 and stopped at each OTP screen, so we haven't seen the certificate page itself.

What you need before you start
- The mobile number used at registration. The OTP goes there. U-WIN's FAQ says the certificate is downloaded with that number.
- A child who is registered on U-WIN. Registration is free. It's not mandatory to do it online: the vaccination centre can register the child on the spot.
- A photo ID of the parent, only if you're registering. U-WIN accepts several, including Aadhaar, Driving Licence, PAN, Passport, Voter ID and Ration Card with photo.
- The paper card. Keep the Mother and Child Protection (MCP) card or vaccination booklet with you. It's still the main paper record.
How to download the certificate on the U-WIN website

- Open the login page. Go to uwinselfregistration.mohfw.gov.in.
- Enter your mobile number. Tick the consent notice and click Login.
- Enter the OTP sent by SMS to that number.
- Pick your child from the dashboard. The dashboard lists you and the members linked to your number. One mobile number can hold up to 10 members.
- Click View Vaccination Details. That's where the official manual says the e-certificate can be viewed and downloaded. Screens can change, so if the label differs, look for the same option on the child's row.

The SMS route. U-WIN's FAQ says the certificate is generated automatically when the centre enters the dose. You then get an SMS with a link to the self-registration portal to download and save it. It updates after each later dose.
If the OTP fails. Three wrong OTPs lock that browser session. Refresh the page and log in again with a fresh OTP. For technical issues the site lists a helpline: 0120-4783222.

The U-WIN Citizen app
There's also a U-WIN Citizen app for Android and iPhone. The listings say you can find centres, book an appointment, get a digital certificate of vaccination for your children, create an ABHA and see the next due date.
Honest note on ratings. On 21 September 2026 the Play Store showed about 3.3 from 287 reviews (1 lakh+ downloads). The App Store showed 1.9 from 19 ratings and is iPhone-only. Some App Store reviewers report an ABHA-linking error. If the app misbehaves, the website works the same way.
Registered, but no certificate or doses are missing
The certificate is only as complete as what the vaccination centre entered. So:
- Ask the centre to enter or check the doses. The certificate is generated when they record the vaccine on U-WIN.
- Vaccinated at a private clinic? U-WIN's FAQ says to visit the nearest government vaccination centre and register the child there, in person.
- Moved to another state? The FAQ says remaining doses can be taken in any state or district. Carry the registered mobile number or ID number, plus the MCP card.
CoWIN: COVID-19 only
CoWIN is the COVID-19 portal. Registration there is for age 12 and above, so it's not the place for a baby's routine schedule.
To get a COVID certificate, sign in at selfregistration.cowin.gov.in with a mobile OTP (or MeriPehchaan) and use Download Certificate. Name or date-of-birth mistakes are fixed from the signed-in dashboard. The helpline is 1075.
One caution. The official CoWIN FAQ we read is dated October 2023 and still mentions Aarogya Setu and UMANG as other routes. We didn't test those.
DigiLocker: what is actually there
You'll see blogs telling you to download a child's vaccination certificate from DigiLocker. On the public list we could see, that doesn't hold up for routine shots. Searching "vaccination" in DigiLocker's issuer list returns one issuer: the Ministry of Health and Family Welfare's Co-WIN, with 2 documents. We saw no U-WIN issuer.
For a COVID certificate, the CoWIN FAQ says to open the Covid Vaccine Certificate in DigiLocker and enter your 13-digit CoWIN beneficiary reference ID. What the two documents are, and whether U-WIN appears after you log in, we couldn't verify without an account.

ABHA: helpful, but it doesn't issue the certificate
ABHA is a 14-digit health ID. It isn't a vaccination certificate. U-WIN's FAQ says an ABHA can be created through U-WIN for a registered child, based on the parent's Aadhaar. We didn't find any official page saying vaccination records flow into the ABHA app automatically, so we won't claim it.

Kerala and other states
The question "baby vaccination certificate download Kerala" comes up a lot. We didn't find a Kerala-specific baby certificate portal. The Vaccination portal link on the eHealth Kerala home page goes to CoWIN, and the eHealth portal itself is for hospital appointments and UHID. For a child's routine shots in Kerala, use U-WIN, or ask your health centre.
We couldn't load the Tamil Nadu PICME site in Chrome (a certificate error), and we haven't checked Maharashtra or Delhi, so we're not describing them.
MMR and other private-clinic vaccines
People search for "MMR vaccine certificate download India". The government schedule uses MR (measles-rubella) at 9 to 11 months and 16 to 23 months, per the National Immunization Schedule. MMR isn't on it. CoWIN never had MMR either.
U-WIN's public pages don't say that private-clinic doses get uploaded automatically. So for MMR and other shots your paediatrician gave, ask the clinic for its own certificate and keep a copy with the U-WIN one. We couldn't verify whether U-WIN can hold private doses.
Using the certificate
- School and college admission. U-WIN's FAQ names admission to school and to national or foreign universities as a reason for the certificate. It carries a QR code so it can be checked digitally.
- Backup. Save the PDF to your phone and a second place. Photograph the paper MCP card too.
- Next dose. U-WIN shows what's due next, so the certificate doubles as a reminder. Our child vaccination schedule lists every dose by age.
Keep it with the rest of your child's records
